I've Been a Busy Blob of Light!

Hello, all! A wide variety of changes for you.

First! DESIGN APPRAISE has made its return to Imperian. This command lets you know what is required to restore a crafted item's decay time, if possible.

Next, some defences added to the generic defence message system:
- Mage elemental forms (Aquais/Caurais/Terrais/Flagrais)
- Elemancy Chargeshield
- Elemancy Stoneskin and Stonefist
- Crystalism Unrhythm
Expect many more of these soon.

Finally, some classlead-related changes:
- Longbows(#402/#401), crossbows(#403/#404) and hornbows(#405/#406) are now available as patterns in Woodcrafting and Metalworking. As a result, I have removed the Metalworking Layout patterns from public sale. Layouts created from these patterns will still function, just in case, but any new custom bows should be created from scratch.
- Citizens with Development privileges may now customise forges and siege weapons within their cities or councils using new related Metalworking-Layout patterns. Towne aides/leaders may customise their towne weapons as well. Forges outside cities and townes may be customised freely. If you plan to create designs for this purpose, I suggest setting ORGOWNED to your city or towne before submission!
- In addition to the normal Metalworking-Layout APPLY command, you may now create custom siege at the fashion stage using an approved design at no extra commodity charge! FASHION <trebuchet/cannon/etc> [DESIGN #] to do so.
