Edits to council credits

Just briefly to note, I have made two changes to how I will disperse the credits. Firstly, I have reduced the cost by half and then secondly, you will NOT have the option to buy them unbound any longer. So, I urge you to please re-read CHELP CREDITS just in case, and follow the changes that has been made. This was done by request, so I hope that this will help and encourage more of you to take advantage. All the while, I'm all ears for changes or suggestions that might benefit the council and I'll see about looking into it.
