I have made some adjustments to the effects of guards being scattered during a raid.

- Guards will actually scatter in the right city now.

- Guards will stay scattered and not move back to their original position.

- Groups of 10 or more guards will continue to be scattered for the entire raid.

This may actually swing things too far in the other direction, so we will be watching it closely and adjusting as needed.
